Application of the contract labour (R & A) Act 1970: (1) Contractors' representations on N.F. Rly against the application were forwarded to the Labour Ministry, which advised that the Act's provisions should remain in effect; (2) Railways' procedures for registering an establishment by the employer were clarified; (3) Contractors' security deposits were explained; (4) The mode of advance payment and its subsequent recovery by contractors at the time of disbursement of wages to contract labour was clarified; and (5) The court's stay order against the implementation of the provision would only apply to the establishment unless the owners of those establishments separately obtained stay orders. (4) Each Principal Employer is not required to register individually; rather, a collective registration of all Principal Employer establishments falling under the jurisdiction is required
