Establishment is defined under the Contract Labour (Regulation and Abolition) Act, 1970. It was made clear by the Railways that any railway station with 20 or more contract workers employed, or employed within the previous 12 months, would be considered a Establishment under the terms of the Contract Labour (Regulation & Abolition) Act, 1970. If a contractor employs fewer than 20 contract workers at any railway station, that station will not be considered a Establishment and the Act's provisions will not apply to it
