M/O Labour Rehab- (contract labour Regulation and Abolition) central Rules 1970- comments thereon (1) The Rules came into effect from 10.2.71 (2) Members of the Central Advisory contract labour Board CE (Shri U.S. Rao) & Director comml (Shri L.D. Panke) Recommended to be members- there are representatives NFIR & AIRF also. (4) Licensing officers, Registration officers, Appellate authorities & Inspectors- issue of notification regarding (5) So far as Rly. establishments are concerned principal employers are Divisional officers GMWs, Dy. CMEs FKs Managers, , DCOs & XENs & HDs of deptts (6) RDSO advised that the Act does not apply to that establishment. It does not also applicable to establishment such as vegetarian/non-vegetarian refreshment Rooms, tea stalls, curios stalls run by private individuals on obtaining licence from Railways. (7) Railways advised that they may incur expenditure on registration etc. of establishment which came under purview of the Act in order to fulfill their functions under the Act- With effect from 20.1.72 no contractor to whom the Act applies shall undertake any contract work except in accordance with licence granted to him under the Act
