Contract Labour (Regulation and abolition ) Act, 1970- definition of Establishment- The Railways were clarified that each of the railway stations wherein 20 of more contract labour are employed or were employed or were employed during the proceeding 12 Months would be an Establishment within the meaning of the contract Labour (Regulation & Abolition) Act, 1970 and if at any Railway Station the number of contract labour employed by a contractor is less than 20, that Railway station will not be an 'Establishment' and provisions of the Act will not apply to that Station
