(i) Staff paid from contigencies-except those retained without limit of tenure-should be treated as casual labour. (ii) Labour on project, irrespective of duration, should be treated as casual labour axcent those transferred from other temporary or permanent employment. (iii) Seasonal labour who are sanctioned for specific work of less than six month's duration should be treated as casual labour, but if such labour is shifted from one work to another of the same type ef., relaying, and are maintained in gangs and the total continuous period of such work at any one time is more than six months' duration they should be treated as temporary after the expiry of the first six months of the continuous period
