Report that he has ascertained that the party to whom the Board had awarded the bead contract at Kurnaul is a boy of 10 or 12 years of age and that he ahs therefore authorized the contract to be given to the individual whem he had recommended originally adn animadverts upon the principal which guided the Baord in disposing of the Contract.
