decided that railway employees who are elected to serve on subcommittees and up to two railway employees nominated by the managing committee to serve on subcommittees may be granted the special leave as outlined above, provided that their names are provided to the railway administration following the managing committees resolution and remain valid for a year in order to attend subcommittee meetings
